I am trying to deploy brand new ISR 4221 routers with 16.10 code on them. When I try to push templates, it gives me a weird error message as per below:

Is this a bug or something? How do I prevent this from happening?

I would agree with ekhabaro here. Most likely a bug. We saw a lot of these when we were testing 16.10.3a. Since moving our unit to 16.10.4 we've had better luck applying templates to our ISR4431 we're testing with.
