Can I build L2 channel by using sdwan devices? maybe as l2tvp3 (xconnect) tunnel between two sites?

it is only supported when you have non-controller mode (legacy IOS XE):

In SD-WAN there is no such configuration even with CLI template.

SD-WAN is WAN replacing technology like instead of L3MPLS or DMVPN or S2S VPN you have overlay technology which is based on WAN underlay.
Since, it is not for DC/LAN , such techniques and protocols (l2tp/ OTV) are not supported. VxLAN/LISP supported in the case of SDA-SDWAN integration, but as Control and Border.
Looks like, less feature requests, so most of clients don't use such L2 extensions.

17.14.1 is still in progress, will be available by April 2024. you can read through release notes and user doc then. if you have business case, user case to be supported, you can reach out to your account manager.
