I'm interesting whrere is startup config in cedge?

startup config is in the netconf datastore and is not a file called "startup-config" on nvram.   There are three netconf datastores 1)startup, 2)running and 3)candidate.    The only user writeable datastore is candidate, once committed the data is validated against the data model and if successful written to running and startup.

Startup config is encrypted so its not possible to view it.   Netconf is an all or nothing operation.  If users are given access to startup then its possible to change the data to an unvalidated configuration and when the device gets reloaded netconf will reject then entire startup config even if only one character of syntax is incorrect.    Config has to be validated through the commit process in order to be written to startup by the system.   This is much different than routers running in autonomous mode with traditional CLI as the startup config is read in line by line, and an error will only impact a single line of config but not the complete configuration.

Configuration stored as usual in the NVRAM startup config.

But most of the configuration managed by vManage if you managed by controller. if cli then you can configure using cli.,

But my every sdwan cedge has empty startup-config

Just to give clarity on my post - the startup config you only see when you managing using CLI.

if this is Managed by vManage then the case as @Dan Frey  explained.

Note : when you managed using vmanage - you can view the configuration and differences using vManage GUI, any way you can not modify the configuration on the end devices.
