On paper, yes, the solution is multi-tenant. The vbond is the only part which can't be multi-tenant but the vmanage can be installed as multi-tenant. Physically there will be one single instance of vmanage (or a cluster) but it will have multi-tenant capability. Each tenant will have its own dedicated vsmart controllers.
In practice, the whole thing is not really ready for production.
