I put this configuration over a CISCO 2612 with double serial interface
The serial 0 is connected with the peer
The serial 0/1 itsn't.
The FEP is an IBM 3174 .
I check the configuration in a test before apply in the production environment
and it works both.
I had only change a serial cable with a double one (DCE , V.24).

set RTS high on the 3174 , question 340 should be 1.

A cisco router when using a DCE cable expects the 3174 to have request to send high all the time, the normal operation of a 3174 is to raise and drop RTS as when it has data to send. By confguring ther 3174 with RTS high by setting question 340 to 1 will do the trick.
If a dte cable on the router and a modem eliminator to the 3174 was being used then rts raising and dropping wont present a problem. This is because RTS is sent to the DCE the (modem eliminator ), the modem eliminator will then send CTS clear to send to the 3174 and data transfer occurs etc etc.
