Limit on number of VTY?

I am setting up a 2511 as a terminal server for a classroom setting. However I seem to be limited to VTY 0-4. If I try to enter a VTY number of 5 or higher I get an error message. What are the "rules" for which devices, with which IOS versions, can have more than the default number of VTY connections?

Only the Enterprise feature set allows more than 5 VTY terminals. With Enterprise it is effectively unlimited.

Why not just have people telnet directly to the appropriate port? This way you don't need to use the VTY's unless you want to disconnect/reset a port.
