For terminal server deployment in architecture either you can go with traditional cisco 2600 or 2800 series routers for implementation.

Or the new devices which we implemented is Avocent switches which is easy to configure and has in build feature as well for security and role based for user access for network devices console ports via RJ 45 receptacles.
