Did you try:

RV110W German Language Pack version 1.1.0.9

RV110W_LANG_de_DE_1.1.0.9.bin

It should load with the latest firmware.

Did you have the German Language Pack installed before upgrading the firmware? I wonder if the pack would stay installed if you already had it before the upgrade.

I don't see any language packs available with the latest firmware for some reason.
