Access Express Management Catalyst 3650

I am trying to put my new switch in "Express Management" mode by following the instructions.  I have done everything correct as far as I can tell, and have read that the switch is supposed to act as a DHCP server in this mode.

 

However, when I plug into the switch when it is in this mode, I do not get an IP address on my laptop and cannot access the Express Management webpage (https://10.0.0.1/) on my laptop.  I do not have a static IP on my laptop.

 

If any more information is needed to assist me please let me know.
