Specifically, I have a customer who is looking for a TLV that would have all the available Vlans allowed on a specific interface.

Hello,
This is supported on SG250/350/550 series switches. You can enter the TLVs that are sent in the LLDP Protocol Data Unit (PDU). The LLDP-MED TLVs to be advertised can be configured through LLDP-MED Port Settings, and the management address TLV of the device may be configure. The 802.1 optional TLVs include:
- PVID — Port VLAN ID advertised. This feature is disabled by default.
- PPVID — Protocol Port VLAN ID advertised.
- VLANs — The VLANs that will be advertised.
- Protocols — The protocols that will be advertised.

The Cisco Nexus 9000 NX-OS system (release 7.0) does support LLDP which advertises the following TLVs by default:
DCBXP
Management address
Port description
Port VLAN
System capabilities
System description
System name
Those are all configurable.
