Hello,
I have an ISP router/modem, along with assignable public IP addresses for use.
Leaving default VLAN1 alone (mgmt), I created VLAN10 (192.168.0.0/24) and VLAN20 (172.16.3.0/24) on the CBS350.
ISP router "internal" ip 172.16.2.1/24
On CBS350 port GE1 assigned 172.16.2.2/24
Default route on CBS350 0.0.0.0/0 172.16.2.1
Shouldn't my VLANs 10 & 20 have internet access. Any suggestions you might provide?
Thank you in advance!

what ISP router ?
ISP router should do the following steps :
Route IP related to VLAN 10 and VLAN 20, towards 172.16.2.2
Make sure ISP router can do the NAT for VLAN 10 IP and VLAN 20 IP range
default route - i take as ip route (for the routing to work)

Rather than messing with my ISP modem, what is a good small business Cisco router?

There are some good one RV series check they are end of life, that can do NAT also.
check SMB Routers :

if i were you i setup a simple rasberry Pi for NAT
example :
ISP Router---PI--Switch--users

The RV340 should do the trick? Looks simple enough.
