Cisco SG350-10 on 2.5.5.47
My NTP servers list show as down and do not update.
If I remove ntp.virginmedia.com and time1.google.com then add them back it shows as up.

check DNS able to resolve - when it down check are you able to ping that domain name?
i use public NTP stratum 1 or 2 to get accurate.

DNS is fine as I said when I remove both time severs then add them back in it updates but it does not auto update after that.

Hello Peter,
The easiest way is to contact our technical support centre (STAC) on one of the following numbers:
https://www.cisco.com/c/en/us/support/web/tsd-cisco-small-business-support-center-contacts.html
They can further handle your case and eventually file a bug at their discretion.
Regards,
Martin

Thier STAC will not let me make a case.

So something not right but the config of the SG350-10 is the same as my old SG300-10 in the end I setup windows to be a NTP server and IP to it which works.
DNS is by Bind at 192.168.53.2
VLAN 53 192.168.53.7/255.255.255.224
and VLAN6 192.168.255.254/255.255.255.0 is the source where it goes out for ntp.virginmedia.com
static routes
62.253.128.0/19 next hop 192.168.255.202 VLAN6
80.5.0.0/19 next hop 192.168.255.202 VLAN6
Like I say it works the first time and shows as up for ntp.virginmedia.com and then fails to update after that.
