I've got an SG220-50 running 1.0.1.1 (latest) firmware.
I create an IP based ACL to block DHCP on a single port (since this version of the switch doesn't include DHCP snooping) and it works. I copy running to startup and reboot and the ACL is gone.
I'm using the web interface and ACLs have to be created on three pages. First you have to create the ACL under Access Control -> IPv4-Based ACL then you have add rules under Access Control -> IPv4-Based ACE then you have to apply it to a port under Access Control -> ACL Binding
After restarting the switch entries in all three places are no longer there.
Does anyone have any suggestions?
I didn't discover this problem until after the switch was in production so I'm limited in my ability to reboot it for further testing, however it's already lost power at least once and losing the ACL caused some serious network issues.

I checked the CLI and confirmed that the GUI copy had not copied the ACLs. Did a copy using CLI and it seemed to work. Time will tell...

Try a different browser. I use Chrome/Firefox. Otherwise make sure it's saving. Check the logs under RAM to make sure it is saving.
