My SG500XG-8F8T-K9-NA Serial DNI18310260 has stopped working, If I connect the power the master and fan leds are green solid but system led stays blinking fast.
If I connect a laptop via ethernet no led blinks or turns on on the port, I have tried using the reset button, Nothing happens, I have tried console access without luck, nothing is shown. Tried to access default IP, but as no connection is made nothing can be done.
Can you please let me know what can be done in this case?

Try factory reset :
still no luck, raise tac case for RMA.

I tried the procedure:
Using a pin, press and hold the Reset button on the switch for 15 to 20 seconds.
Once all the port LEDs light up, release the Reset button.
Problem is that the led don't light up after any reasonable time. For TAC case do I need a support contract?, my device is still under warranty, but we don't have a service contract.

You don't need to have a service contract to open a case with TAC so you can contact them by phone or using the web portal for case creation:
