4 nos of SG 350 as L2 and one SG 550 is good enough for 200 users and 10 servers.

YES / NO.

YES - if that is processing requirement is good enough

NO - since you mentioned servers, we do not know what is that Server, what kind of traffic you looking for.

But Looking at 200 users, that should be ok to implement. (thinking simple network)

If you looking for more enterprise-level (SMB)  consider using Catalyst switches,(if the budget is good)
