SFP-10G-BXD-I is a single-mode optic and it is supported on the IE-3300 switch. On the 9606 side, SFP-10G-LR-S is also single-mode and it is supported. So, it should work.

Both sides with the same optic type and the same switch. This should not be an issue at all.

The SFP-10G-BXU-I is a single-strand (not pair) Directional 10G SFP. The U in the part code is Up. It needs a SFP-10G-BXD-I (D = Down) at the other end.
If you need to use 10G LR on the other end, then you can use a 10G LR SFP in the IE-3300, but it's not an "Industrial" rated SFP.
