what is the significance of multicast ip 224.0.0.2 and 224.0.0.252 which ip found in my pc arp resolution ?

224.0.0.2: The All Routers multicast group addresses all routers on the same network segment.
224.0.0.252: Link-local Multicast Name Resolution (LLMNR) address, used by Microsoft products.

Empirically normal multicast traffic.

I am working on getting our ISE implementation tweaked and came across this. It is blocked when a client firsts connect but would be allowed once authenticated to the network. Would it be good to allow prior to authentication? This would be the time the PC is power on and no user logged in. I am thinking this would be considered the same as allowing windows updates and the like. If it should be allowed prior to authentication any idea as to what the ACL needs to be?
