I am trying to upload a new IOS tar image to 2 new 2960 switches through the web browser. Both are taking a LONG time to even load to the switch. (Both at 2 hours so far). Then it needs to verify, extract, and reboot. Is this normal? I am upgrading from 12.2(50)SE4 to 12.2(50)SE5 because Cisco indicated there were issues with SE4.

No, that is not normal. Can you try loading the IOS image using Telnet or SSH?

I don't have it set up yet. The error i receive while uploading from network assistant is : failed to execute command archive download-sw/overwrite/http iosfile....

The duration for loading and installing the IOS on 2 switches using a .tar file should not take more then 20 minutes. (using Telnet)
