I have a 2960G and need to limit the uplink port to 5MB.

on a box the bandwidth used by the system is 25 percent of the total available bandwidth , this is reserved for routing protocol and control protocols, so a way to overcome that is trying to increment the reserved bandwidth for the system and let a little bit amount of bandwidth for other traffic, the command is maximum-reserved bandwidth...?
check it on the box it functions prety wel on routers .

Hi jobegates,
You can do that by using QoS policing. put in your mind that the exceeded traffic will be dropped "this is depend at your config, but since you are going to rate the traffic to 5MB".
