2960x port security violation after clearing sticky mac

We are swapping out IP cameras on a 2960x. Even after clearing the learned sticky mac address from the previous camera (no switchport port-security mac-address sticky xxxx.xxxx.xxxx), the new cameras are triggering port security violations still. 

Running version 15.2 2 e6

Has same issue but on c3850; shut port, disable port security by removing port security configs, then enable port security, enable port.
or enter new MAC of new device in switchport port-security mac-address sticky m.a.c

let us know what happens

I tried to enter the new mac address manually, it gave me the "found duplicate mac-address" message. Yet this mac only shows up on this port. Strange. I did remove the port security. Reset the counters. Cleared the previous mac. Shut/no shut. When I re-enable port security, I get the violations. Even though a mac isn't showing up in the learned sticky.

Had same problem on c3850 XE image 3.07 or 3.3. is your image similar IOS-XE?
if it is, it must be XE thing
