Like to add additional help with leo on this:
Based on the logs I could see MAC flap occuring between the ports G1/0/19 and Po23.
Kindly check what is connected to these ports and why we are seeing duplication.
Second thing Please find way to troubleshoot high cpu on 3850:

I going to agree with Inayath.
I am suspecting your IOS daemon CPU spike is caused by the incorrect configuration of Etherchannel.

"flap" wifi connect to 2960 when human moves across building he change wifi AP, and change PORTCHANNEL too, i think this is not to bad.
