6500 VSS Switch priority

We have two 6500 switches, configured with VSS.

SW1 is active [ primary ], SW2 is in standby mode. When we switch off the SW1, SW2 becomes active.

When we switch on the SW1, SW1 and SW2 both are active. As per config SW1 should be active and SW2 should go to stand-by-mode. Please advice.

By default (with no priority configured) if you turn on both chassis at the same time and if VSS is configured correctly sw1 should be active and sw2 stand-by.

If you turn off sw1, sw2 should be active.  Now if you turn on sw1, it should boot and come up is stand-by and sw2 still as active. Now if you turn off sw2, sw1 will be active again and so on....

That's not correct.  SW2 should remain active and will stay active.
