9300 series PoE

hello 

we have  2 x 9300 series switches in a stackwise topology 

the ports will not allocate power auto or static to PoE devices of any Class 

Q has anyone seen this issue ?

Q could this be license related ? for example the device is not added to the Software portal inventory 

the software versions are shown below

If the cable is not connected to the switch port. 

If the cable is not connected to the powered device.

If the cable has a faulty cable. 

If the PD does not adhere to PoE standard.

the devices were are trying to connect are Cisco AP

What happens if the AP is directly plugged to the switch?  Does the AP boot up?
