9k Switches access issues

Good morning all, i am new to the whole Cisco forum. I have a major issue, i work as a contractor for the US Coast guard as a system Admin. I was told by the cisco tech to try to find a resolution here on the form. The issue that i am experiencing is that we have multiple 9k switches that were passed down to us without any password or means to access them. We are trying to access them without having to wipe them as they all have the correct config already on them. Any insight or means to access them would be greatly appreciated.

IMPORTANT:  Is "no service password-recovery" configured on the switches?

If the network has a valid Service Contract, Cisco TAC would never make this sort of recommendation.
