You should ask on community dedicated to technology your's question is related to, e.g. LAN, Switching and Routing. Your chances to receive valuable reply are rather low otherwise.
Please use blue [ EDIT ] button to move this thread to it.
Also note there are volunteers only. For urgent help call Cisco's support center.

It i possible as 2950 is no longer supported device.
Well, you may not welcome such advice, but consider to learn how to use CLI.
It doesn't depend on third party things like Java or a browser or Windows ...

2950 is already EOS/EOL state, that's like the grandpa of 2960's
Sadly, cisco cannot support you with that device anymore
Also, have you tried the config
and Dan Lukes is right, consider CLI, almost all of the deployments we have encountered always use CLI and http/https is disabled/note used.
Heck, the certification exams even use CLI. :D

1. Update your Java, make sure it matches your OS (32 or 64bit)
2. Use internet explorer
3. Try to enable both HTTP and HTTPS for isolation, sometimes using HTTPS causes issues
#ip http server
#ip http secure-server
#ip http authentication-local -DO NOT FORGET THIS COMMAND
#username cisco privilege 15 password cisco
