How I can allow PC1 from Subnet1 to FTP to PC2 on Subnet2 And block lower half of subnet1 using ACL. Basic topology is given below.

PC1 ---------------Router1-------------------Router2-----------------PC2

     140.150.0.128/26                                                             140.150.0.192/27

You can just allow that one host and deny everything else. 

ip extended access-list 120

120 permit tcp host 140.150.0.130 host 140.150.0.195 eq 21

130 host 1 and 195 host 2
