Yes this is a software bug. We observed this symptom and a colleague of mine opened a case with TAC about it. We were referenced to bugID CSCsh01864. The notes in the bug report indicate that it is fixed in 12.4(17)T. The TAC engineer indicated that this is a cosmetic bug and our experience seems to bear this out. We have not seen any effect from the error message - other than it showing up at boot time.
