Ive tried rebooting the switch, upgradin the IOS to latest version, etc.
I know the problem is not the port as i connect another camera and it works.
Do you have any suggestions?

%ILPOWER-3-CONTROLLER_PORT_ERR: Controller port error, Interface Gi1/0/9: Power Controller reports power Tstart error detected
Hmmmm ... I've seen this error message a few days ago.
Can you try something for me?
1. Command: test cable tdr int Gi1/0/9;
2. Wait for about 5 to 7 seconds;
3. Command: sh cable tdr int Gi1/0/9; and
4. Please post the complete output.

Interface Speed Local pair Pair length Remote pair Pair status
--------- ----- ---------- ------------------ ----------- --------------------
Gi1/0/9 auto Pair A N/A N/A Normal
Pair B N/A N/A Normal
Pair C 2 +/- 10 meters N/A Short
Pair D 3 +/- 10 meters N/A Short
This ouput is with the camera connected.

I believe you just solved the issue.
Look at Pair C and Pair D.
Pair C controls PoE and Pair D controls GigabitEthernet. The result is coming up as "Short". Ideal result should be "Normal".
The distance of 2 and 3 metres respectively tells me that the cable directly connected to the switch could be faulty and needs to be replaced.
Can you investigate this?
