asr1001 image name clarification

i have to upgrade a pair of asr1001 in russia, do the images have to be npe and noli. what does noli mean? also will ipsec not work with npe image?

NPE: No payload encryption
NOLI: No lawful intercept

IPSEC and payload encryption are hand in hand.

The npe (no payload encryption) does not support IPSec VPN.
