when does this have effect, if I have 2 routers both advertising say a 10.1.0.0/16 address will they advertise it as 10.0.0.0 ? someone said it only has effect across classful boundries ? what is that ?

Yes the route will be advertised as 10.0.0.0.

As u have said that it effects classful boundry so u can determine what will be the classful boundry for u r network i .e 10.1.0.0/16 as this comes under the class A network 10.0.0.0 .
