I have two 3560 switches that connect across a Metro E.
I have a dedicated routed VLAN interface to bridge the Metro E together.
The provider is AT&T and the bandwidth is 50 Mbps.
The port on each switch is a gig port and the Vlan interface is a gig too.
Should I configure the vlan interface with the bandwidth command of 50 Mbps and the interfaces that connect to the Metro E provider too or just the Vlan interface?

No, that will not limit the speed to the provider, it will only influrent routing and QoS.
BTW, 3560 is the wrong choice. You will want to use a MetroE switch like the 3750ME or so to do HQoS to shape traffic to 50MB.

Thanks a lot for your input and it makes perfect sense.
Only one link so I do not need to influence protocols like EIGRP.
Now regarding the shape
I can't shape with this platform?

It can do some type of shaping but not the shaping that you would (or we recommend) to use on MetroE sub-rated GE circuit. Like I said before, HQoS is the one you want to use.
