I have a frame relay/PSTN/telephony network configured in a lab and I would like to test out QoS syntax in different congested-link situations. Can anyone recommend a method or device that will generate traffic, enough traffic to saturate a frame or ethernet link?

I've used the freebie PCATTCP. It can optionally generate UDP traffic at rate you specify. I've used it to easily saturate a DS3.
