I am running 12.3 (13) IOS and tried to use conditional advertisement.
Is it required that the network belonging to the interface i am matching in non-exist-map must be in the BGP table ?

Yes, the route matched with non-exist-map has to exist in the BGP table for the prefix specified in the advertise map to be not advertised.
