I am confused about the no-export community in bgp...Some documents say that routes for which no_export community is set, are not advertised to ebgp peers...While there are other documents which state that no-export community can also be used to inform the upstream ISP not to advertise the routes any further...Could any expert please help me understand this? Can no-export be used in both the above scenarios? And how?

The documents are saying the same thing just from a different router's perspective. The router that sets the no_export community will still advertise that route to EBGP peers. Any router that receives a route with it set will not advertise it to any other EBGP peers.
So the first statement in your question is from the receiving router's perspective. The second statement is from the perspective of the router that sets the community. But they both amount to the same thing.
