C-4503 VSS stuck in reload loop

I have 2 4503 switches configured in VSS that was working normally. I need to update license to enterprise so it supports BGP. After I enabled license I put the switch in reload. Following output is from the primary switch as I have no working OOB to secondary switch and I have no way to tell what is happening there:

Not sure why this is happening, and how to perform the license update so it doesn't happen again, as I need to do the same in my 2nd DC.
