C9300 Separating local Administrator from radius users

I just added radius to our c9300 using:

aaa authentication login default group radiusproxy0 local
aaa authentication login console local

I think I figured it out, I had local at the end of this line, removed it and now the local account can't log in over ssh:

aaa authentication login default group radiusproxy0 local

 I'm not sure if Administrator still works on the console port on the front of the switch, I haven't tested that yet.
