C9300L-24T-4G-A SFP module led won't blink during boot process

Hi my new C9300L-24T-4G-A SFP module led won't blink during POST process.

Status LEDs still work normally.

I haven't plugged in the SFP module and checked the link's operation yet, but I think this is not normal. Does anyone have any suggestions for this?

I have pluged GLC-TE in to GigabitEthernet1/1/1 SFP but cannot ping to VLAN inteface.

And the link status also keeps changing between up and down as shown in the picture.
