C9407R Upgrade recommendation

Dear All,

We are in the current version Cisco IOS XE Software, Version 17.03.04 and C9407R Cisco Catalyst 9400 Series 7 Slot Chassis. I need a suggestion on upgrading most stable version. We have 2 X C9407R switches. How we can upgrade with minimal downtime.

There will be, a minimum of, 7 minutes of outage.

There is none.  IOS-XE requires regular reboot (12 to 18 months) or regular firmware upgrade to stay on top of bugs.
