C9500-NM-8X as Access ports

Can the C9500-NM-8X module on a C9500-16X switch be used as access ports or is it exclusively for uplinks?

Generally it is used for up-link ports, But can be user as access port depends on requirement. ( but what is the use case, you have many access ports in general available).

I'm not sure why they want to use it as access port. I guest they just want to add ports.

but do you know a document or reference to check if that is possible ?

There is no document have come across, but as long as any port have command switch port access mode, that indicates port can be used for purpose.

I have  used only in  special case for monitoring purpose for higher through put.

It can be used for either uplink and/or access ports.
