Hello Ocporbust,
here manual refers to the fact that the ip address was configured manually and not using the initial setup process:
think of manual as a property of the IP address
up / down refer to the state of the interface
you can see this:
GigabitEthernet1/44 unassigned YES unset down down
GigabitEthernet1/47 x.x.x.x YES manual down down
g1/44 has no ip address unassigned and it is unset
gi1/47 has an ip address that has been manually configured and it is currently down down (not connected I guess)
