can arp but not ping

i am in a isp ..... i faced a problem recently...... i cannot ping a remote router(no firewall turned on) but can arp it from core router. the remote router ar in same subnet & vlan configured as in subinterface of core router.....the mac found from pop connected directly remote router is same as arp from core router.

all the vlans in switch ports connected alright and remote router gateway is well configured........... still cant ping or telnet remote router!!!!!!!! Does some one has come with help?!!!!!!

are you sure any acl's are not prohibiting icmp?
