Hi all , I am newbie and try to learning
I read product datasheet , butt no sure
My network is offline(internal) don't have any NTP server ,
Can I user c9300 as NTP server , Manual set clock and date then access switch as ntp client ?

- Following the feature navigator : https://cfnng.cisco.com/ , it probably can. You are however better off by configuring an ntp service besides the switching environment and let the switches use that.

No, the 9300 alone can not act as a "trustworthy" NTP server or NTP master.
All Cisco switches and routers still require to synchronize their NTP clocks to a Stratum 1 or 2.
A Raspberry Pi is a very cheap computing device which is a suitable platform to be a Stratum-1 NTP server.

Try
Cisco 9300 switch can act as NTP master clock
First, make sure your switch is getting it's time from a reliable source (lowest stratum possible)
Configure your switch to act as master clock and set a stratum level for it
ntp master 2
Make sure your switch has an interface configured with an ip address reachable by your intended NTP clients
