Can I set up a router to restrict static IP requests on an open Wi-Fi ?

Can I set up an open Wi-Fi LAN/WAN that will refuse Static IP requests?

I want to keep the Wi-Fi system open for users, but disallow static IP requests.

This is possible with controller-based access points.  Not sure if this is possible with autonomous IOS.
