Hi all,
If i have a technical query, can a partner open a tac case ? i have opened pre sales queries but i think partners are not allowed to open any tac cases. Still wanted to confirm

The CCIE grants no special privileges with the TAC AFAIK.

Yes, if your cisco.com account is associated with a Smartnet service contract which your company has procured for your customer. It isn't automatic, especially for larger partners. My company, for instance has thousands of customer Smartnet contracts but I only have a couple dozen associated with my account.
There is also the PDI helpdesk available to partners covering certain technologies only. Here is a link to it (partner level access required):
