Can't enter interface mode from configure mode, why?

I have a 3640 with 2 Fast Ethernet cards. Wanted to start with a new config so I entered the command "write erase" then "reload". When the router came back up I was able to go into "enable" and "configure" modes, but when I tried to go into the interface mode I got the error "internet protocol processing disabled". Why is this message displayed and what do I need to do to get past it?

IOS ver. 12.3

Thanks.

These are very unusual symptoms and I suspect that something happened that you may not have recognized and have not told us about. When the router reloaded, were there any unusual messages to the console during the reload? Can you post the output of show version?

It sounds like for the particular message that you mention about internet protocol processing disabled, that the solution would be to configure "ip routing". You could give it a try. But I am not optimistic that it is the full answer (I have had router with ip routing disabled, and I was still able to get into interface config mode).
