I have assigned port 48 as the management port on a 2960-S. I assigned it an IP address at initial configuration. I have a laptop plugged in to the management port with a link light. The laptop has an IP address on the same subnet as the switch. I am getting the following errors:
1. Try to ping the management port IP from the switch: Unrecognized host or address, or protocol not running.
2. Try to ping the laptop IP from the switch: Unrecognized host or address, or protocol not running.
3. Try to ping the management port IP from the laptop (Windows 10): Reply from <laptop_IP>: Destination host unreachable
As you may have guess, I have about 0 Cisco switch experience and would very much appreciate getting at least this much working at this point.

I assume that you did the intial config via the console port. So please enter the command "show running-config" and post the output.
Without knowing the config all we could do would be nothing but guesswork.

@RandomCommunityName Additionally, on switch ports, generally, by default, you cannot configure IP addresses on them.
So seeing config would be very helpful. Also knowing the IOS being used may be useful too.

I agree with my colleagues that seeing the config would be helpful. But pending seeing the config I am going to offer a guess about the issue. The OP identifies the switch as 2960-S. I am guessing that the switch is operating as a layer 2 switch. And a 2960 in layer 2 mode supports only ONE interface with an IP. I am guessing that port 48 is the second interface on the switch with an IP address.
Without seeing the configuration and without knowing more about the topology of the network we are not able to provide any suggestions for how to solve this issue.

You can try to do "no shutdown" on port 48.
