Cannot update Company Name and Address to Download Software

Trying to download Catalyst 4000 Supervisor Engine II Release 8.4(11)GLX, it asks me to have a full business address

I try putting in the details but it doesnt have my city, so I put in the closest thing and I get the error "Enter the required information- Home City below."

Go to the Device Coverage Checker to determine if the serial number of the chassis is covered under any Service Contract to enable software download or not.

Base on the serial number, the chassis is over 16 years old.  I do not believe Cisco can cover a model for that long.
