We have just purchased a bunch of Cisco Catalyst 2960 Plus switches for a customers lifecycle service.
During the project I am trying to configure one of the new switches in our LAB, but when I connect the COM cable I am unable to write anything.
Using Putty with 9600/8/1/none/none
I get a boot screen text if I keep the cable connected when restarting.
But it never asks if I want to run initial configuratiion and it does not respond to any keyboard inputs or breaks.
In the beginning it started loop and to look for cfg files on the network, but after a NVRAM reset (holding mode button) , it now stops at different stage.

Pressing Enter does nothing
We also tried booting an Cisco 1800 series Router, and it seems to be the same with this, so it might be a connection issue.
We have tried a different cable, but the same happens.
Also tried a Prolific USB to serial adapter at 2 different latencies, but we got no text with that.
Any ideas?
