My task is just to get ports from this switch and nothing else. I need 1 VLAN, no IP, no routing - nothing.
The problem is that clients connected to the 3650 do not receive an IP address from the DHCP server on top.
The switch has been reset to the default settings.
Vlan 1 no shutdown.
What else can be done?

I would assume that the device is *not* reset to factory default.

it is not possible to make switch act like a hub. Each switch port is its own collision domain. Who is DHCP server and how it is connected to your switch?

As @Martin L correctly notes, you cannot get the switch (easily, if at all) to act exactly like a hub, 10$ or otherwise, because the are different.
On the other hand if you want your L3 3650 to work like a dumb L2 switch, again 10$ or otherwise, that's doable.
But like M02@rt37, what exactly is meant by a DHCP server "on top".
For your DHCP server to work, it would need an interface on the common/shared VLAN, and the DHCP address block would need correspond to that DHCP server's interface IP too.
Likely, resetting the switch to its default settings would allow the switch to work as needed, but please describe the DHCP server's setup.
