Shouldn't set port enable 5/20 enable it?
And if that doesnt shouldnt
set port enable 5/20
enable it? I run that command and it tells me the port is enabled, but I am still seeing it shutdown.
I have also tried disabling then enabling it, still shows shutdown.

Hi
The "shutdown" part of your output is not referring to the port status. It is referring to the action that will be taken if there is a violation of port security. Note that whether you have port security enabled or not it will still show this.
An example from one of your 6500 CatOS switches. You need to look at the first line of output and under the Status column. In this example it says "connected".
